I can't read the article because I'm in the EU but I HIGHLY doubt that is the case. Much more likely is that the normal car speakers will just beep at you like they do if you refuse to use a belt.

I understood it as honking at others that go to fast but your explanation is probably more likely... Same EU and the website is shit.
