An appropriate response, but in the context of the current regime: genuinely, what’s the point?
A bunch of the states in the Colorado River basin send Republicans to congress, and water constrains agriculture, so its not utterly crazy to think that Congress might act on this
But only if there's no mention of climate or climate change.
Maybe they can blame it on Biden or "woke". I wish I was kidding.
