Ah, I accidentally typed new war. I meant war within, thanks for the spell check.
Unless I'm mistaken, you can only use a necramech after you complete the new war.
Personally I think pillagers had something to do with them. Some of the wooden platforms around the place use the same materials pillagers tend to build with.
