Lions v Bills in Toronto would actually be kinda sweet.
I knew he was going to pull that eventually, it's the only real reason to go to a 17 game schedule in the first place, each team can have 1 game a year at some neutral site.
It doesn't even need to be all international games. You can have neutral site games at some of these larger College stadiums. Imagine an NFL game at Alabama, Michigan, or the Rose Bowl....
