I think in this case its an actual acronym. They came up with and named the process, so its not after the fact.

A backronym is an acronym formed from an already existing word by expanding its letters into the words of a phrase.

Also, we'd have to hear them pronounce it to know if it was an acronym or an initialism, if my understanding is correct.
