I have to beat Halo 2 on Legendary first before I do 3. It’s been hell

I absolutely love New Vegas!
Not sure how or if it's mess up current saves or not, but if you've not considered it yet, is would recommend trying it A Tale Of Two Wastelands. Merges FO3's Capital Wasteland with FNV's Mojave via train ride. Keeps all the mechanics as well.
I did consider mods for FNV, especially ones that expand the world and lets you keep DLC companions. But I'm playing on Steam Deck, but Skyrim already was a headache for me to do, so I decided against it
Short answer: No.
You cannot use an existing Fallout: New Vegas save to play TTW. Even though a save might load, there are too many changes for it to work correctly. No support is provided if you do this anyway.
Saves made with previous versions of TTW will not work with 3.x. Too many changes were made to allow saves to be compatible.
I figured that was the case, but what's the fun of modding without some screwed up textures, some futzing around with the 254 esp limit, and a couple of annoying CTDs?
But I doubt they will be able to romance a woman without arms in that game

I’m finishing up side quests now and then I’m going to finish the story of Honest Hearts
I did the same, finished up in the Mojave and did HH and the other DLCs as a victory lap.
I still need to do the main story. I'm trying to do them in some sort of Chronological order. I think the only one I for sure will do after the main game is Lonesome road. It just feels right
