Have you tried DDU to completely uninstall the graphics card driver?

I haven't. I can give it a try before attempting earlier versions of the driver.
Is it just installing the most recent version that it has problems with and older versions are fine?
Also is there a specific reason you're running the iot version of windows? I'd kinda expect that to be the issue honestly. Those "debloated" windows installers do a lot of questionable things to the OS and I have not had good luck with them.
Just FWIW, it took a while, but I got everything working. It seems to have been something with some of the excess shit that got bundled with the driver by default. Once I installed just the driver, and nothing else, it worked.
I think it took me something like 6 different installations to get to that though.

As far as I can tell, no. Using the secondary driver that AMD suggests--for the PRO W/WD series cards--gives me a 195 error. The two prior Adrenalin drivers also give me a BSOD with a KERNEL_SECURITY_CHECK_FAILURE stop notice.
I'm running the IoT version because I don't want "features" from Microsoft infecting my computer. I'd use 10, but the service life on even the LTSC versions is only 2-3 more years. The last version of Windows that I genuinely liked was XP.
I'm starting to wonder if I have a hardware conflict.
