Well NATO did send a bunch of "non-combatant" troops that way didn't they? I'd expect them to at least hold, considering the whole russian strategy has been about bleeding the ukrainian forces of equipment and men until they can't actually resist.

Or new Russian offensives are going to begin in areas around the locked down areas, and they want to hide their troop movements.

Which is exactly what happened last night in Sumy.
