I thought there was a scaling issue when I first installed. Now that I've discovered it's a feature, I love it!

That's definitely not a bug. Plasma 6.1 introduced an accessibility feature, that helps you find the cursor easier if you shake it for a bit
This actually isn't a bug, it's a KDE feature (literally). It's so you can shake your mouse to find it. Here's more detail, but basically to disable:
Uncheck System Settings → Accessibility → Shake Cursor → “Shake cursor to find it”

A thousand thanks! I don't know why it was on by default, I find it quite annoying.
It's quite helpful if you have a big monitor and play games that have textures similar to the cursor colors. On Gnome it's available as an extension (Wiggle)

Yeah before you only had the "show cursor" kwin effect with 2 circles around it, needing a key combo. This one is way better
