I lean towards skunk. The first thing I noticed in the pic is that I thought the legs and hips were pretty small for a cat compared to the size of the tail (which would indicate a full grown cat, if it were a cat). I did an image search of skunks and learned that their black/white pattern isn't uniform but varies a lot. The all black tail here is plausibly a skunk's tail, I think

didn't smell a skunk. maybe wind was right or it wasn't spraying
If a skunk hasn't sprayed in a while, they just smell a bit like ferrets.
People keep de-glanded skunks as pets.

could be. only saw it for a second. white strip matches. never saw one catching mice in a garbage can. wasn't about to try and catch it.

Lol, yeah that's understandable. Best case scenario: feral cat. Worst case scenario: sprayed by skunk!
A friend of mine "adopted" a feral kitten from a garbage can. She opened the lid, saw him, picked him up and would up taking him home. He's the most affectionate and stupid creature I have ever met - he makes a ginger cat look like a genius. He forgets which window he left from (she leaves an open window for him) and sits at the front door meowing. He has walked off the edge of tables and was genuinely surprised to be on the floor. He would try to play with his litter mates, who were still feral, and be confused as to why they would run away from him (he's a big tomcat). At the end of the day, the cat has a loving home, and my friend has a sweet, albeit derpy, tuxedo companion.
Perhaps this mouser is a distant cousin of his Canadian counterpart.
