The only thing unintentional about this was killing passport holders from western countries. This is a clear pattern of targeting aid convoys.

It also wasn't just 1 car, they hit 3 separate WCK cars 1km apart from each other. Killing 7 international aid workers.

It was a small enough projectile that hit right directly on one small truck with enough destructive power to kill the occupants but not so much that it would completely blow up the entire vehicle.
