They should just do the exchange at one of the front lines. Sailing all those people to Istanbul and back seems like a waste of time.

My comment was a joke based on the headline having the possible interpretation that the exchange would be in Istanbul rather than the agreement being made there.
Of course they agree, Russian POWs are probably okay, Ukraine POWs are probably abused, starved and half dead.
