This is good thing for the dozen or so people benefiting from our unlimited funding to defense contractors and of course a bad thing for literally everyone else.

$200M is a lot of (insulin, textbooks, fresh vegetables, vaccines, literally-insert-almost-anything-here). it was wasted the moment it left the factory.

It's worse than that. Flushing away $200M would be more useful given those weapons destroy and kill.
