This is a good idea, but a proper EU OS should probably be based on NixOS to make deployments brain-dead easy with perfect reproducibility.

Why not suse/opensuse? If you're looking for an European enterprise OS to replace american Windows/MacOS/RHEL, you can't do much better than suse.
