Quantitative change will eventually transform into qualitative change. As in, this rapid development of the scientific capacity of the Chinese economy will eventually lead to a new economic stage which we’ve never seen before. That’s what the Second Industrial Revolution is.

MODERATORS
Most other countries don't even believe in innovation, they believe in vague "liberal values" and sometimes may or may not invest into innovation as a secondary thing at their leisure. In China it is literally unconstitutional for the government not to promote innovation.
