Yeah trans public healthcare in Ireland is straight up non-existent, but it's not a bad place to be trans for someone willing to go through private healthcare or just DIY. Social acceptance seems decent and there don't seem to be many barriers in the way for things like legally changing name and gender.

I misunderstood the graph as general trans rights. Still not ideal, but not bad
