You're not allowed to steal from target but you are allowed to go in and try on everything all at once and leave it in the change rooms until they kick you out

You actually can lift from target, they used to be very aggressive in apprehending people, but they are too afraid of lawsuits like most big box stores, no touching, no instigating, just aggressive customer service.

Now some target have been hit so hard, they locked almost everything up

Pretty sure the "rise in crime" they use to justify the lockdown is bs, just something the CEO saw on fox news.
