You're missing the point of wero I think.

Firstly, its aim is not only person to person payments - that is just the part that is already functional. Online payments will come soon, and physical in-store payments after that, effectively replacing Visa and MasterCard behind the scenes.

Secondly, while adoption may be slower where existing systems are widespread, wero is going to replace many national payment systems, as it did in Germany and France already.
