He's stupid but these people don't believe what the government tells them - why? They don't trust the people making the laws which are ultimately responsible for keeping them safe. Often that's because they or their family has a grudge against the government or even society for some (originally) legitimate reason.
Or right wing propaganda, talk show extremism, believing the charismatic cult leader over reality,
I think both. The condition I spoke of leaves people vulnerable to the cults and delusions. The exact same thing has happened here in england and recently led to normal people rioting and trying to burn asylum seekers alive.
