Did she actually say "the Ukraine"? It is a derogatory term for the territory as a historically colonial purposed bread basket.
I don't like Ursula either but consider that her native language is German and country names work differently in different countries.
The nazis were very adament about Kyiv, and no more "the Ukraine", so either bad freudian slip about EU intentions, or ok, language issues.
Or, actually, let's check the source given in your article (https://www.yahoo.com/news/eu-commission-president-watershed-moment-120153408.html) where there is nary a "the Ukraine" to be found.
