This actually looks like Truth Social is blocking Ukraine as opposed to Ukraine blocking Truth Social

I'm not in Russia and they're not blocking the Saudi Arabian VPN endpoint.

How do you come to the conclusion that only a VPN is blocked when the same VPN provider works fine when pointing the VPN to Saudi Arabia?
Most likely, TS is blocking all connections from Russia.

"A russian VPN is blocked" is what you showed. From that, we can infer that probably all Russian ip's are blocked.
You're both so confident when it could be either and we don't yet have evidence which.
The only evidence we have is that the VPN endpoint was blocked, like one of the people are saying. Anything further than that would be speculation.

Not necessarily, it would depend on the type of block but 99% of the time you are right.
Redirects or mirror used in a block will usually specify who is hosting the warning
