I went into my local Giant Tiger and they only have coffee mate(which sucks now since they changed recipes) is there any Canadian brands for powder coffee Whitener?

Not powder, but Oatbox is canadian oat milk made in Canada from Canadian oats.
I know you asked for a powder, but Oatbox has a much longer shelf life than milk and is also non-dairy so maybe that's good enough for you. Their "Barista" version works pretty well for foaming with a steam wand.

There's also just plain powdered milk if being a powder is more important, although that's obviously dairy.
I haven't tried it but I saw some sort of coconut cream powder the other day.
