That it used to be that symbol is important.
This person has changed and updating the tattoo reflects that.
You're reading a lot into that extremely perfunctory cover-up.
I choose hope.
I choose to believe he just covered it up to be allowed to compete.
Dude that feels strongly enough about it to get it tattooed on his chest isn't likely to cover it up just so he can fight a match.

Eh, the guy with a gun tattoo that is violent as a profession chose the least subtle cover up job possible? I'd not give him the benefit of the doubt.

I hope so. I hope the motivating factor was a shift in his beliefs, and not being told they couldn't let him in the ring with it.
Our grandfathers would've recognized him as the enemy he is and left him dead in a ditch, not just inform him that his Nazi tit is unsuitable for the audience.
Courts and cops are responsible for having protected Nazis, ensuring their legal rights as they built a new movement.
Or the fact that they are on public display meant they were required to change it...
I prefer to believe there is one less Nazi and one extra not Nazi in the world, tbh.
