it's the defacto stance of the leaders of the american empire: i visited the museum dedicated to the nuclear program from the 1970's named saturn and the docent remarked on the general's opinion to the effect that: if only 5 americans survive nuclear war and 4 russians surivived it; then the americans have won and it was worth it.
i heard the same sentiment shared by congresspeople during trump's first term when it came to china and it's a clear sign of the american empire's disposition on such a war; they'd rather destroy the world than let anyone else have control over it.
The fact that people running the empire are completely unhinged is really disturbing to think about.
i think it stems from popular american exceptionalism that says china and russia are the closest things to despotic, dystopian hellholes that exist in the present day; leading to the belief that death is preferable to life under such conditions.
generations long propaganda this effective effects everyone, ruling class or not.
