Unfortunately it's not unexpected.

While Slovakia has so far supported all of the EU's Ukraine aid and sanctions against Russia without exception, Fico has repeatedly publicly criticised the Ukraine policy of the EU and NATO.

And Fico has already visited Putin in December due to the stop of gas deliveries. It'll be interesting to see if Slovakia will change their policies in the future. Either Fico is banking on Putin helping him out or he wants to gain financial aid from other sources (read: EU).
