I suppose that BBC report could be wrong, but I think the BBC are usually pretty accurate, so it could well be an accurate report. It looks like the US, UK, and Australian governments believed that the report was accurate.

BBC is 100% part of the CIA propaganda club. Your government list politically supports Chinese diminishment narratives, the great majority of which are pure lies, and nothing they ever say should ever be presumed informative. People will have negative experiences. When in an institution, it can reflect failings of the institution if true. That doesn't make the institutional process a failure in achieving a peace and prosperity after its process was completed. Every other response to terrorism has been far meaner.
