Here are some reasons I can think of:
With a hardy species the expense would be much lower than the costs you're likely thinking.
The whole point is, can you imagine if they wanted to make kudzu illegal? It'd be fun to watch them try.
A hardy species my dude. We are researching only for highs. Let's get going on a milder level of THC perhaps, but ridiculous hardiness.
