some. This particular Penguin is a free penguin.
that's why i asked. the other clans have people(?) that match with our reality; but the penguins don't and only some of them seem to be mages and some are not.
apologies if this gets answered later on the series; i just barely started and these illustrations haunt me so much sometimes that it forces me to digest it in bite sized chunks.
There also were a few mentions of penguin techno-mages of the Slack clan.

afaik only this particular Penguin is a techno-mage, the other `free penguins' who are not subjects of the GovCorp are basically just scraping by.
