Oh man, those were the days!!!
They had the pre-made 20c bags but nope, we always had to stand there at the counter peering and pointing through the glass and choosing our lollies.
To their credit, not once were the older couple that ran the milk bar ever short or grumpy with the kids in our neighbourhood, I think they secretly loved it =)
Buying lollies that way would also have been great for developing kid's basic math skills.
