"Certified" == crippled?
Seems to be more worry about battery explosions. Though I doubt the certified ones are too powerful. City streets aren't meant for high speed ebikes.
Yes exactly. It’s trading the bikes in for one certified by underwriters laboratories with batteries certified by them as well
