They don't need one. Israel already let the cat out of the bag. They blamed it on one guy thinking he saw a weapon on grainy drone footage.

Which is obviously bullshit. And in my opinion you don't get a second shot at an explanation like that. Anyone involved in the strike and the cover up should be tried by a third party like the Hague.

For those wondering why that's a bullshit line, here's what we know.

  • The convoy was coordinated, so it should have been on a protected target list. That means they'd need evidence it was being used for military purposes. Taking a single rifle for a walk isn't a military purpose.

  • It was well marked. So if they were surveiling the convoy they would need to be blind to not notice the markings.

  • The convoy traveled with a large separation. If they were worried about one guy with a rifle why did they strike other vehicles? In order to be effective as a military unit they would need to be much closer together. Also, with protected targets you strike only exactly as much as you need to. Hitting all three vehicles is a clear over reach.

  • They struck the convoy shortly after they had done a stop to disburse food. If they were under surveillance this would be obvious civilian activity.

  • This isn't the first aid convoy Israel has hit with precision weapons. There is a pattern here.

The thing is, that excuse actually seems worse to me than just saying "yeah, one of our people saw an aid convoy and decided to order an attack". The latter is a single bad apple. Sure, in that counterfactual Israel should have noticed the person was unfit and never let him in a command position. However, people are unpredictable and momsters exist.

However, in the story Israel gave, there was no individual monster; only a systemic one. Misreading a grainy image is not a crime. It is not even morally wrong. And, more importantly, it is going to happen thousands of times weather you like it or not. The problem was the policy that that single determination was enough to authorize a strike. According to Israel; that policy is a-ok.
