For all you non-Americans wondering about this, some US states have setup the registration for selective services (draft) differently, and you don't have to do anything extra like the article implies.
The state of Virginia for example requires:
" Every male applicant for a learner's permit, driver's license, commercial driver's license, special identification card, or renewal of any such permit, license, or card who is less than twenty-six years old and is either a citizen of the United States or an immigrant shall, at the time of his application, be registered in compliance with the requirement of section 3 of the Military Selective Service Act"
The DMV just submits the info you filled in for the license/ learner's permit to selective services on your behalf
Gotta love American "freedom" sometimes. "Oh you can buy any car you want, well except those dirty foreign ones because checks notes they're totally not up to our safety standards." -_-
