I'm going to go with yes. 97% isn't an unreasonable literacy rate for a country, being similar to those of Greece, the Philippines, Turkey, and Chile. It would also make sense given the emphasis that has been put on education
Virtue signalling is when you think people starving is bad and the more you think people starving is bad the more virtue signallinger it is 
Maybe the US should start "bribing" with infrastructure projects then, I thought they were all about their soft power or whatever
