No it's not. More nuclear powers will make us less safe in total. It's just that if a current nuclear power decides they will ignore it, there is little recourse. That does not mean that there won't be a strike on something related in the future.

Correct. That list of countries is simply a list of countries with intentions that differ from Western Europe, they aren't the bad guys and the and the English aren't the good guys. They have plutonium, the know how to make a bomb, and ballistic missiles with enough carrying capacity. At this point it's an Ikea package... Some assembly required. It won't be a megaton bomb with hydrogen booster etc etc.. but a few kiloton-range bombs are definitely in the realm of possibility.
