From the nested article, the farmer they interviewed makes $20.05/hour, above the minimum wage of $17.20/hour. Which is below the Ottawa living wage for 2023 but it does include a room which doesn’t sound like a slum

I do accept that this may be an outlier, as the person they interviewed is a lead farmer, but this rule change is targeting employees below the median wage, $28.39/hour in Ontario.

I disagree that this is endorsing slavery

Also, most people who want to use the TFW program need to show a certain bare minimum effort to hire people who live in Canada, but not for agriculture!

employers won’t be required to meet TFW Program minimum advertising requirements or submit proof with their LMIA application.

Then again, what the bare minimum effort to hire Canadians often looks like is job postings, and maybe even interviews, for jobs that they will never actually hire a Canadian for because that costs more than a TFW.
The difference between "required to look" and "required to find" is very large.

At least in IT, the old scam was to require a certification create by the recruiting company that only the foreign workers would have. This was 15 years ago though, I’m not sure if they’re still doing it but things rarely change.
