Sometimes the sellers have also cheap items in the inventory.
Like pens, batteries, etc.

I bought so many unnecessary things using this method - but it's cheaper than a shipping cost.

Taxes are applied after on most sites so no free shipping.

EU here where listed prices include the tax in most cases.

In much of North America not only are the taxes added after; they usually don't count towards discount values.

$39.99 + tax is still considered below that $40 bar.

Some states don’t even have sales tax. US is a giant country with many different sets of laws
