The only way that Whatsapp let you back up your chats is using by linking a Google account, but I'm not sure is there's some workaround like a third parties apps that let you back up your chats.

I know that using a third parties apps to this purpose is unsafe, but I'm just giving an example.

Yes you can! Your offline backup is inside the app data (you need a file manager to access the folder). If you use a Samsung Device, i think you won't be able to see it unless you plug the phone on your PC.

yeah, it's possible. I use SwiftBackup for that purpose (closed source with internet access disabled; requires root).

fyi disabling internet access doesnt do shit if you give a program root permissions

Can you please explain me how does that work? I mean, if I backup all my Whatsapp data and then I try to restore it on other phone, that would work just that easy?

I managed to back up my chats and then restore it after flashing a custom ROM (so technically "another phone") that way. it just copies the entire app with all its settings and contents and then lets you restore it to that previous state.
