Wiki says Stalin was 1924-1953. 29 years.

Putin is 2000. 24 years and going. (Yeltsin resigned Dec 31 1999, I'm rounding to 2000.)

Russian elections are a joke even when held in russia, why would they matter to anyone when held in Ukraine?

Well, far-right parties in the EU have represenatatives go over there to be observers to legitimize it. In Sweden they did that for Crimea, and I think I saw a post about the AfD doing it now in Ukraine. So it seems relevant.
