If you’ve got the time, it should recover. The issue is, starting new one would likely overtake the “stunted” one.

Seconded. These plants will be fine eventually, but you're going to lose so much time it might be better to just start over. I have to stick to tight plant counts and wouldn't even consider waiting for these to recover. It sucks but it's the reality of weed farming, not everything can be a home run.
I mean... I'm not going to sell it, it'll be for personal use so I have no rush, I don't have the money to buy seeds over and over, so I rather keep these two seedlings alive if they are strong enough to survive at my balcony (which seems like they are).
Also, since we're talking about 2 seedlings, if one grows first then the other one can go at it's own pace without problem.
