not enforcing a law but just warning them hey you're being naughty is a W?
Presumably having the courts declare it illegal would be the prelude to enforcing its illegality. If they just sit there and let it continue though that would suck. I'm still considering it a W compared to other countries that wouldn't dare speaking against corporations.
