a peace settlement would have to involve Putin giving up the plan with which he began the war, to turn the whole of Ukraine into a Russian vassal state

That's the standard mode of operation for western media when discussing Russia. You just make up a goal and then state it as a fact. When people point out that nobody in Russia ever stated this goal, then you say Russians are lying. No need to wonder how you know what their goals are.
