At the very least it looks like they're hedging their best. I imagine being back stabbed by the US continuously is helping them realize that they need to broaden their options.

Sure, but the fact that the US did this could be evidence that they see Japan as a flight risk

Possibly, although realistically they'd just take it back if Japan started doing something the US saw as a threat.

Not so much a threat as much as just accruing profits.
