Neely had already been in mental hospital to multiple times in the past not only that he had a strong safety net. You can talk about rehabilitation all day but the thing is the person is supposed to want to be rehabilitated. Neely clearly didn't want that. For whatever reason he was content with being a waste of air.

I'm not disagreeing with you, I'm saying they shouldn't have let him out of the mental facility in the first place. Everyone in NYC that actually has to deal with these people also agree with you.
