I'm not in a hurry, but I'd like to know if I can make Biotech mine now or if it's worth waiting.

I will say that biotech is probably my favorite DLC, but if you don’t want to buy it now there are mods that add androids

Wasn't a big fan of Royalty and I don't have Anomoly yet, but Biotech and Ideology are must haves for me at this point. The extra customization options from both are amazing and well worth the price!
