If valve is still going to release new crates that they make money off of they should at least work on the game enough to keep it playable.

Because that's not how Valve operates.
There are still devs who work on TF2, they just don't know how to address the bot problem without a lot of investment to overhaul the matchmaking system.
Because the answer is obviously Valve.

Big corporate (Valve) is behind it. Not sure why people expect something good to happen. A business is gonna business.
Valve, the most important gaming company, commonly known for Steam, the most valuable and respected platform for gaming.
And they literally took down a fan project recently...
