Even illegal immigrants pay taxes.

Foreign workers who are illegal aliens (undocumented aliens) are subject to U.S. taxes in spite of their illegal status. https://www.irs.gov/individuals/international-taxpayers/pay-for-personal-services-performed

Subject to != is actually paying.

Many do pay the IRS... Many don't and even can't because they don't have an SSN or TIN.
