Maybe it's just me, but all I see in most communites for my games on Steam are memes, troll images, fan service, and other Internet stuff.

Is any of this normal?

Pretty normal for most gaming communities steam or otherwise.

They all devolve into that because, well they're games, not a whole lot to really talk about once the initial exploration of mechanics happens and then it falls into a cycle of other stuff, patch comes, discussion happens briefly, then back to other stuff. Rinse, repeat until the game does or the developer does something to piss the community off.
