No, it's a capitalism thing, because the same thing happens in private industry with depressing regularity: labour actually delivers the value, and capital takes the credit and thusly the rewards.

Case in point.

I agree that those are good examples of the weakness of capitalism, but the original post is more about government corruption since it is a government-owned company.
