That used to bother me a bit too, but then i figured if he's strong enough to do a sweet one arm pull-up while carrying Tifa in the other to pull them back into the Highwind when she nearly falls out, then he's probably strong enough to dolphin kick holding himself halfway out of the water looking completely motionless.
