User in the other stance is saying the word "charged" is wrong. Is there some Yankee court technicality I'm missing?

looks like in burgerland is a charge is a formal accusation of criminal activity, which seems to fit, but it sounds like it's an accusation made by the state under normal circumstances https://www.law.cornell.edu/wex/charge
